Compiling the Final Voters List
The final voters list will be generated either by a computerized process or manually, by
transcribing information from the preliminary voters list together with information from the
revision court. In either case, it is often produced for small administrative units of which there
may be one hundred or more in an electoral district. The list will then be arranged either
geographically, by addresses within the electoral district, or alphabetically, or a combination
of the two.
Role of Central Election Administration
In some places, the final voters list is generated by the central election authority, particularly if
it is done electronically. Where this is the case, the disks of files from the local election
authority are forwarded to the central election authority where the data is assembled into a
unified list of electors. This file can then be printed in its entirety or printed by electoral district
or by polling station. In many other jurisdictions the list is not centralized. Time does not
permit the centralized development of a periodic voters list when the enumeration is held during
the election period.
The polling station, or division, is generally the smallest electoral unit (often numbering up to
400 or so electors), and administratively it is the more manageable unit for organizing and
printing the voters list.
The Local Election Authority
In other contexts, the final voters list is generated at the level of the local electoral district office,
to be used at the local level. While a copy of this list may be sent to the central election
authority, the processing of the list remains the responsibility of the local office.
