Much of the discussion of procurement for the development of an initial register for the
continuous voters list is similar to issues discussed for the periodic list, which can be found under
Procurement.
However, the continuous list differs in that it must also include plans for longer-term procurement
issues as the regular updating of the list is anticipated. For example, what kind of organisational
infrastructure will be used to manage the continuous list. For the periodic list, the issue revolves
around the response to a massive spike in voter registration activity and expenditures. Because the
continuous list attempts to manage the spike, there will be a less intensive requirement to secure
large amounts of equipment, only to dispose of it shortly thereafter. Instead, a number of regional
and local centres or offices may be necessary to provide points of contact in the updating and
maintenance of the voters list.
Another consideration is whether a central organisation exists with a fully staffed bureaucracy of
data entry operators, systems personnel and a sophisticated computing infrastructure. With either
of these models, equipment plays an important part in the ability of the administrative personnel to
adequately perform their duties and put in place an effective and efficient procedure.
