Excessive rigidity in the rules governing an electoral system can impede its adaptation to the circumstances prevailing during each electoral process. On the other hand, rules that are too flexible will probably be applied to the benefit of the most powerful. The rules must be coherent, complete, systematic and fully applicable, as their defects will easily degenerate into discrediting the system.
