In the section on voter's qualifications (see Definitions), we analysed in depth the systems of creating a periodical list, elaborating a permanent voters list and utilising the register of births, marriages and deaths as alternative measures to guarantee that the citizens' right to vote is correctly exercised.
In this section, it is however necessary to refer to the common problems of the three systems, insofar as they consist of voters' registers, that is to say, data banks pertaining to the voters from which affirming the right to vote has to be formulated.
