The section Creation and Amendment Process outlines some of the essential legal problems that should be taken into account when undertaking an electoral reform, starting with a distinction between processes of creation (which means the complete elaboration of an electoral system, within a transition process, to a democratic system) and of reform, in which adjustments that do not imply a change in the political regime are carried out. The chapters to follow are not, however, limited to reform interpreted in this manner, but are designed to analyse the procedural elements that are common to all kinds of reform of any magnitude.
