The different problems that arise in the organisation of the various operations necessary for the casting of votes are analysed in this section, from the establishment of an electoral map or the forming of the constituencies, to the supply of the material means required, the observation
operations and the surveys. These are, beyond doubt, the core operations in an electoral process, and as such, they form the subject of a more in-depth study in the section Voting Operations (see Materials and Equipment).
